Joe Salgado is a seasoned capture and proposal expert with over 30 years of experience in federal contracting. As General Manager of GWACs and IDIQs at Red Team, Joe provides strategic guidance and oversight to our clients on the unique challenges and opportunities of the GWAC and IDIQ landscape. Joe tracks and monitors all major IDIQs, GWACs, and agency procurements, serving as a key resource for both clients and consultants. Leveraging his extensive knowledge of the U.S. Federal Government IT contracting space, Joe helps our clients understand how to adapt their strategies to maximize success in this lucrative contracting space.

Joe’s diverse background includes leading large technical sales and engineering organizations, managing complex capture efforts, and directing multi-billion-dollar proposal engagements. Over his career, he has managed annual sales exceeding $300 million and successfully captured over $30 billion in federal contracts. Additionally, Joe is a mainstay on the speaking circuit, frequently sharing his subject matter expertise and insider knowledge on how to tackle major GWACs and IDIQs.

In his free time, Joe enjoys spending time with his wife and son and cheering on the Washington Nationals.
